Last week, a California court ordered President Donald Trump to reunite nearly all the families he’d separated as part of his “zero tolerance” border policy. Judge Dana Sabraw’s order, which the government has yet to appeal, demands that more than 2,000 children who were taken from their parents without due process be brought back to their families in 14–30 days. On Tuesday, NBC News issued a report that raises questions about whether the Trump administration is abiding by the spirit of that order. Instead, NBC says, it has given the parents a form with “two options: leave the country with your kids—or leave the country without them.”
